The Board of Cosmetology and Barbering regulates the practice of these areas: cosmetology, barbering, aesthetics, electrology and nail technology.  It issues licenses or permits to apprentice, practice or instruct in each of these areas. It also issues permits to shops/salons that offer services in each of these areas and to schools that teach these practice areas.

The primary objective of the Delaware Board of Cosmetology and Barbering is to protect the general public from unsafe practices and from occupational practices which tend to reduce competition or artificially fix the price of services. The Board must also maintain standards of professional competence and service delivery. To meet these objectives, the Board •develops standards for professional competency •promulgates rules and regulations •adjudicates complaints against professionals and, when necessary, imposes disciplinary sanctions. The Board regulates the practice of these areas: cosmetology, barbering, aesthetics, electrology and nail technology
