The primary objective of the Delaware Board of Cosmetology and Barbering is to protect the general public from unsafe practices and from occupational practices which tend to reduce competition or artificially fix the price of services. The Board must also maintain standards of professional competence and service delivery. To meet these objectives, the Board •develops standards for professional competency •promulgates rules and regulations •adjudicates complaints against professionals and, when necessary, imposes disciplinary sanctions.

Cosmetologist licenses expire on 10/31 of even years. All Instructor licenses, Barber, Aesthetician, Electrologist, and Nail Technician licenses expire on 3/31 of even years. Cosmetology/Barbering Establishments (schools and salons/shops) expire on 6/30 of odd years. Barber and Cosmetologist Apprentices expire three years from issuance, Electrologist and Nail Tech Apprentices one year from issuance and Aesthetician Apprentices two years from issuance.
